Here's how Chesterfield's permitting actually works.
What Requires a Permit in Chesterfield
You need a building permit for:
- Complete roof replacement (any material)
- Roof replacement covering more than 25% of total roof area

- Adding dormers, skylights, or changing roof structure

You don't need a permit for:
- Minor repairs (under 100 square feet)
- Replacing individual damaged shingles (under 25% of roof)
- Gutter work
- Flashing repairs around chimneys/vents (non-structural)

- Re-roofing a detached garage: Yes, needs permit
- Replacing second layer without full tear-off: Still needs permit

Most reputable contractors pull permits as part of their service. This is ideal because:
- They know the process
- They have templates and established accounts
- They schedule inspections
- They deal with any issues
If your contractor won't pull permits or says you don't need one, find a different contractor.
Permit Fees (What You'll Pay)
Chesterfield calculates fees based on project value:
Base fee structure:
- $50 minimum permit fee
- $8 per $1,000 of project value
Examples:
$10,000 roof replacement: $8 x 10 = $80 permit fee
$15,000 roof replacement: $8 x 15 = $120 permit fee
$20,000 roof replacement: $8 x 20 = $160 permit fee

Required Inspections

Important: Don't install shingles until rough inspection passes. If you do, inspector can require you to remove shingles to verify underlayment.
2. Final Inspection
When: After all roofing work complete, including cleanup.
What inspector checks:
- Shingles properly installed and aligned
- Proper fastening (6 nails per shingle for high-wind areas)
- Ridge caps secured
- Valley installation correct
- All flashing properly integrated
- Penetrations sealed
- Debris removed
- Code compliance overall
Scheduling: Call or schedule online when work is 100% complete.
Passing final: Inspector signs off, permit closes, you're done.
If inspection fails:
- Inspector provides list of deficiencies
- Contractor corrects issues
- Re-inspection scheduled ($60 fee)
- Process repeats until pass

Chesterfield Building Code Requirements
Chesterfield follows Virginia Uniform Statewide Building Code (USBC) with some local amendments.
Key code requirements for roofing:
Wind resistance: Shingles must be rated for 110 mph winds minimum. We recommend 130 mph for better protection.

What happens: Permit rejected or delayed until documents provided.
How to avoid: Ensure contractor provides all required documents upfront. Double-check online portal shows "submitted" not "incomplete."
Issue #3: Failed rough inspection
What happens: Shingles can't be installed. Corrections required. Re-inspection needed. Project delayed.

Issue #4: Permit expires before work complete
What happens: Permits expire after 18 months. If work not done and inspections not passed, permit voids. Must reapply and pay new fees.
How to avoid: Don't pull permit until you're ready to do the work within next 2-3 months.
Issue #5: Work done without final inspection
What happens: Permit remains open indefinitely. Shows up on property records. Can cause issues when selling home. Future buyers' title search finds open permit.
How to avoid: Always get final inspection. Even if contractor says "it's fine" or "we don't need it." You need it.
What Happens If You Skip the Permit
Some contractors suggest skipping permits to save time/money. Bad idea.
Consequences of unpermitted roof work:
Immediate risks:
- Fines if discovered ($500-2,500 in Chesterfield)
- Red-tag order (work stops immediately)
- Requirement to pull after-the-fact permit
- Additional inspections and scrutiny
Long-term risks:
- Home sale problems (title search reveals no permit for known work)
- Buyer can demand correction or price reduction
