Permit Requirements (The Part Everyone Gets Wrong)
You need a building permit for:
- Full roof replacement
- Structural repairs (rafters, trusses, decking over 25% of roof area)
- Adding dormers, skylights, or changing roof lines
- Converting attic space that affects the roof structure
You don't need a permit for:
- Replacing damaged shingles (under 25% of total roof)
- Re-flashing chimneys or vents
- Gutter work
- Minor leak repairs
Your contractor should know this. If they say "permits are optional" for a full replacement, walk away.
How to Pull a Permit in Henrico
Most reputable contractors handle this, but here's the process if you want to understand what they're doing:

Henrico Building Code (What's Different)
Henrico follows Virginia Uniform Statewide Building Code with some local amendments.

Wind resistance: Shingles must be rated for 110 mph winds minimum. We recommend 130+ mph ratings for Henrico because storms here don't read the code book.
Ice and water shield: Required at eaves, valleys, and penetrations. Minimum 3 feet from the eave edge, but we install 6 feet because Richmond gets occasional ice dams.
Underlayment: Synthetic underlayment is becoming standard. It costs $200-400 more than felt but handles Virginia's humidity better.
Ventilation: 1 square foot of ventilation per 150 square feet of attic space. Half intake (soffit vents), half exhaust (ridge or gable vents).

West Henrico (Short Pump, Innsbrook, Three Chopt):
Developed 1990s-2010s. Most homes have:

- Builder-grade shingles failing at 15-18 years (should last 25)

Watch for: Warranty coverage. Many of these homes still have original roofs under manufacturer warranty. Check before replacing.
Best Time of Year for Roof Replacement in Henrico
Optimal: Late April to early June, September to early November
Weather is mild. Contractors are available. Materials don't overheat during installation.
Workable: March, late November
Cooler but doable. Some weather delays possible.
Avoid if possible: July-August, December-February
July-August: Too hot. Shingles seal poorly above 95°F, and we hit that temperature most afternoons. Workers slow down (heat exhaustion risk), projects take longer, costs go up.

Finding Licensed Contractors in Henrico
Virginia requires contractors to be licensed with DPOR (Department of Professional and Occupational Regulation).
To verify a contractor's license:
- Go to dpor.virginia.gov
- Click "License Lookup"
- Search by business name or license number
- Check for:
- Active status
- Class A or B license (required for projects over $1,000)

One Thing Most Henrico Homeowners Miss
Ventilation.
Your roof's lifespan depends more on attic ventilation than almost any other factor. A properly ventilated attic stays 20-40°F cooler in summer, which means your shingles last 3-5 years longer.
Most Henrico homes built before 2000 are under-ventilated. When replacing your roof, upgrade your ventilation. Adds $400-800 to the project but extends your new roof's life significantly.
Ridge vents plus adequate soffit vents are the current standard. Box vents and gable vents are outdated but still common in older Henrico homes.
Get It Done Right
